City Town Village Township Government Village of Posen

I have been in this area for one year and I would like to know what do the mayor do or what have he done because from what I see you have to go out of the area to go to school, library and to register to vote, you hav't to go out of the area for almost every thing, Why? no parks for the children who is running this town why don't you see any one until election time?
