Purrfect Auto Service 106

My smog check was required to be completed at a STAR station and Purrfect Auto Paramount is listed as a STAR location. I had the smog check done and it failed. The mechanic advised me in order to further explain exactly what needs to be repaired and costs he'd have to diagnose for an addition $50. I told him I didn't have the money for repairs so it didn't make sense to diagnose. He then advised we can go pay the registration fees to the DMV, submit a request for financial assistance through the BAR CAP financial assistance program that his location is approved for, if qualified come back for repairs and he'd put the $50 diagnosis fee toward the total cost of repairs. I agreed, got the diagnosis and it came back with 2 electrical problems but emissions were fine. His estimate was $420.00. I asked if that would resolve the issue and he said he couldn't confirm - due to electrical issue it would be a process of elimination. I submitted the request for assistance thru BAR CAP program and was approved for up to $500. I brought back to him and he then says he is NOT a part of the BAR CAP program and would refer me to another location that IS to complete the repairs but I would need to pay the smog test and diagnosis fees again. I asked him why he is now saying he's not a part of the BAR CAP program and he said because the program takes up to 90 days to pay their shop which is too long for them to wait. I later confirmed thru the DMV and BAR CAP program that his location is in fact a current  approved certified participating location. I confronted him about this and he then proceeded to tell me I am free to go wherever else I wish to have the repairs completed and he didn't do anything wrong.
