Scope: The primary scope of the project is to update the existing Lakeside Station #03 with modern amenities and technology to best serve the first responders. Due to the age of the existing station, structural upgrades, including shot-crete walls and additional strapping, are required to meet current CBC. Bunk rooms, offices, restrooms, the kitchen and dayroom will all be remodeled with modern finishes, new windows, casework, and fixtures. The flooring will be a combination of luxury vinyl tile (LVT) and sealed concrete. The station will get a new roof, a VRF type HVAC system, upgraded electrical and low voltage systems, new overhead doors, and new vehicle exhaust extraction system. Along with the vehicle exhaust system EC Constructors has integrated negative pressure to ensure possible contaminants remain outside of the living space. A new fire sprinkler system is to be run throughout. The facility will have a modernized, upgraded fitness room with a rollup door leading to a patio that can be used for both fresh air and an outside exercise space. A decontamination room will be added as well as a turnout locker room with substantial ventilation. A space is set aside for the installation of an extractor and dyer for turnout gear.

New Construction
Scope: Provide construction services for two new Fire Stations for City of Chula Vista. Fire Station 5 is located on an existing portion of Orange Park and Library. Fire Station 5 is approximately 12,250 sf with three apparatus bays, eight dorm rooms, fire operations space, and supporting administrative/living areas. Fire Station 9 is located on a challenging triangular shaped lot and is approximately 13,356 sf with four apparatus bays, eight dorm rooms, fire operations spaces, and supporting administrative/living areas. Both sites include full site development and off-site improvements to existing streets that include emergency exit traffic signals. Station 9 site includes abandonment of existing roadways to be re-designated by City for use as public safety improvements.
Demolition
Scope: Project includes demolition of an existing 897 sf. three story lifeguard tower built in 1974 and construction of a new 3,676 sf, three-story lifeguard station. Work also to include; erosion control barrier, extension of a 6ft. wide sidewalk; re-striping of accessible parking stalls, landscaping repair as indicated. Project duration included two year delay due to lawsuit filed against City by a Citizen Group and two each 3 month periods of no work from late May to early September due to work moratorium at beach for summer.

Landscaping
Scope: Design-Build services project for design and construction of a new three-story fire station of approximately 12,700 square-feet which will accommodate ten (10) crew members and will include three apparatus bays for a fire engine, and ambulance; dorm rooms, kitchen, watch room, ready room, station alerting system, and training classroom. Work and services include design, construction, and startup of the project. Project elements includes: Design drawings, project specifications, permits, presentations to community planning board, ADA, LEED requirements, public art, underground utilities, biological monitoring, archaeological monitoring, paleontological monitoring, BMPs, storm water standard manual, storm water pollution control plan, surveying, record research, community outreach, environmental investigation, site landscaping, bush management, traffic signal at Nobel Drive and related work including but not limited to median work, implementation of QA/QC and safety programs, and etc.
Fencing
The training room in this facility also doubles to serve the public as a polling place for elections. An ADA accessible front lobby and restroom are designed into the space for public use. The main building will get a “facelift” by removing an existing soffit and adding architectural plaster and rock veneer. Exterior signage will be upgraded to a more modern look and be more visible than its current state. Minor changes to the exterior paving and fencing will be performed to facilitate better parking and access to the lobby. A wash station with valves to switch from storm drainage piping to sanitary sewer piping will be constructed to allow the fire personnel to wash their vehicles and gear onsite.
Gate Replacement/Installation

Scope: Demolition of existing senior center and community center buildings. Construction of a new community center. Work also includes site excavation and grading, irrigation and landscaping, utility connections, modifying connection to existing playground, bid alternate for multipurpose and classroom blocks.
Retaining Walls
Scope: Project consists of new building construction for a single-story wood framed structure approximately 11,590 sf, Construction Type II-B and Type V-B, Occupancy Group B, with automatic fire sprinklers. The work includes rough grading, site utilities to support new facility, cast-in-place concrete retaining walls, and modification of existing parking lot. Building construction includes aluminum storefront systems, new HVAC system, plumbing systems, electrical and low voltage systems, exterior plaster finish, and all interior finishes. Construction completed in the middle of an active high school campus requiring coordinated utility outages and coordinated student access to maintain school operations.

Window Installation/Replacement
Scope: Construction of a new, two-story 12,750 square-foot fire station. There are three drive through apparatus bays, ten crew dormitory rooms, five crew bathrooms, a public accessible restroom, office space, kitchen and dining room, dayroom, gym for ten personnel with an outdoor workout area, shop work area and equipment storage. Also located on the second floor is a central laundry room for the occupant’s convenience. A large covered patio with BBQ area will be on the second floor off the kitchen/dining area. The entire facility will be backed up by an emergency generator and also utilize photovoltaic power supply. The roof area cannot accommodate the size of the PV array so a portion of the PV will serve as covered parking. The project will be constructed of metal composite panels, cast-in-place concrete and wood framed. EC Constructors will self-perform all of the concrete work, wood framing, and window installation. In order to maximize cleanliness and avoid potential contamination, the “dirty” side (turnout gear and laundry for the gear) is located across the apparatus bay and away from the living/administrative area of the station. Concrete floors are maintained on the ground level, to discourage the spread of virus and bacteria that could, potentially, be brought into the station after a call. The second story will have LVT and tile flooring. The station will be secured from the public by 6-foot fences and controlled access. Scope also includes minor grading, site and traffic signal work.
Siding
Scope: This project includes demolition of existing fire station and design & construction of new 13,098 sf fire station. The project is designed to LEED Silver standards. The two-story structure is a combination of cast-in-place concrete, masonry, and wood framing, Type VB, fully sprinklered. Exterior finishes include exposed board-form cast-in-place concrete walls, masonry, cement siding & trim, and pre-finished metal roof system. Interior finishes included painted gypsum board wall, polished concrete floors, LVT flooring, ceramic tile, casework with solid surface tops, stainless steel tops at kitchen, and solid surface wall panels at restrooms & showers. Facility utilizes Variable Refrigerant Flow (VRF) system as primary heating, cooling and ventilation system for the occupied portions of the facility. All lighting is LED for the facility to meet energy standards. Station includes installation of emergency generator to provide power to 100% of facility in case of power outage. Facility construction includes coordination and installation of Vehicle Exhaust Extraction systems, Station Alerting System, Low Voltage systems and 50’ antenna tower to meet the County Fire Authority standards.

Carpentry
Jim Summers spent almost 23 years working for a general contracting firm prior to starting ECC with his wife Sherri. Sherri’s work experience in accounting combined with Jim’s experience with general construction made for a perfect family business. Jim’s experience in construction began in February 1983 working as a laborer and performing various types of carpentry work. In time, Jim advanced to foreman then project superintendent, and eventually to estimating and project management. He spent the last 7 years with the GC firm working as VP in charge of design-build projects.
Masonry
Scope: Project included demolition of existing lifeguard station, construction of new 2,644 beach safety center, construction of new concrete sea wall, and construction of new box culvert to replace open drainage ditch. The new structure is a two-story facility with conventional foundations, masonry walls, slab-on-grade, wood framed second floor and roof structure, and structural steel components for cantilever deck at second level. Interior finishes include exposed CMU walls, gypsum board ceilings, special coatings, polished concrete floors at first floor, and ceramic tile in restrooms.
